Because the freeway is in between. The run is out Winton Avenue and across I-880, and the interchange is the slow part rather than the distance. Twenty-eight is the honest figure for a normal afternoon. Out here nothing is added for crossing the freeway, and the townhomes by the marsh and the yards behind them get the same figures as downtown.
